I read somewhere that a house "built to code" represents the worst possible building allowed by law. Think about that!
If a contractor does not care about energy efficiency, you will be getting the least amount of insulation, and the lowest performing windows, he is allowed to give you. If you ask him to do more, it will likely cost you more than it should. In fact, your general contractor's willingness to exceed code requirements in certain areas will make or break your energy efficient home project. The GC is the one person who can make your project affordable or not.
Personal experience has taught me that you are unlikely to change a GC's view on energy efficient building practices. If he is not concerned about it, or believes a house built to code is perfectly acceptable, run! It is much easier to find a new contractor who cares about energy efficiency, than to try to get one who doesn't to start.
Trust me, it is tempting to just to accept what a reputable builder offers. However, if you care about the operating costs of the finished product, it is worth the extra effort to find the right builder who is going to build you the best house at a reasonable price.
